There is no universal rule that requires a plus-one for every guest. Set a policy that fits your capacity, budget, and the kind of gathering you are hosting, then apply it with care. The invitation itself should make the decision clear.

Decide before invitations are addressed

Possible policies include inviting named partners, allowing plus-ones for guests who will otherwise know few people, limiting invitations to the people named, or setting a different rule for a small event. The policy is yours; consistency matters because it makes communication easier, not because every situation must be identical.

Address the invitation precisely

Name every invited person on the envelope and in the response form. If an invited guest may bring someone whose name you do not yet know, make that choice explicit in the response system. Do not rely on a guest to infer an invitation from a casual conversation.

Respond to requests kindly

A short answer is enough: “We wish we had room for everyone, but we are keeping the guest list to the people named on each invitation.” If the policy allows a partner or guest in a particular case, update the RSVP record so the count remains accurate.

Avoid a moving target

Do not promise open spots until you know what your venue and budget can support. If a decline creates room, decide privately whether to invite someone else rather than treating attendance as a waitlist. Clear boundaries are more considerate than ambiguous hints.
